Bill Elder, Ph.D.: An Overview

Bill Elder’s recent retirement brought to close an outstanding 40-year career as a coach and administrator in college athletics. He served as head men’s basketball coach for 28 years (Northeast State Junior College, University of Montevallo and University of Mobile), establishing an outstanding record of 549 wins and 288 losses. He also served as an Athletic Director for 29 years (Northeast State Junior College, University of Mobile, LeTourneau University, Lindsey Wilson College and Auburn University Montgomery). He was a member of the President’s Cabinet at both the University of Mobile and Lindsey Wilson College.

Elder has received many local, regional and national awards during his career as a coach and administrator. He has been inducted into the NAIA Basketball Coaches’ Hall of Fame, the University of Montevallo Sports Hall of Fame, and the Lindsey Wilson College Athletic Hall of Fame and has been recognized by the Mobile Sports Hall of Fame for his contribution to athletics in the city of Mobile.

He served as President of the Gulf Coast Athletic Conference for three years and was named Gulf Coast Conference Athletic Director of the year on three occasions. In addition, he has been selected as a finalist for the NAIA National Athletic Director of the Year on two occasions. During Elder’s tenure as an Athletic Director, teams under his administrative leadership won nine national championships.

He recently had his first book All Guts and No Glory published. He is currently working on a second book that details his experiences growing up during the 1950s.

What is the Quota Plan?

The Quota Plan of Recruiting is devised to take in more money from student/athletes than is spent for the overall athletic program while increasing an institution’s enrollment. All conceivable expenses are considered and adjusted for.

How does the Quota Plan Work?

The genius of the system is simple. By offering a limited number of athletic scholarships and requiring each coach to recruit a designated number of athletes, your institution will be able to generate a significant amount of money over and above all expenses – money that otherwise would not be available. At the same time, the process significantly increases your school’s enrollment, filling dormitories, etc.

Dr. Bill Elder brings a wealth of experience to the field of sports consulting. With forty years of success at the college level in a variety of positions including Athletic Director, Head Men’s Basketball Coach, Chairperson of the Department of Health, Physical Education and Recreation, and Professor/Instructor, Dr. Elder is familiar with every facet of athletics.

Dr. Elder has had the unique opportunity of initiating the Quota Plan of Recruiting at four distinctly different schools. He has put this program in place at a school that previously had no athletic program, at an academically prestigious NCAA III institution, at a private college with a multi-year history of athletics and at a medium sized state university.

Elder designed his Quota Plan of Recruiting when he initiated an athletic program at the University of Mobile in Mobile, Alabama. The Quota Plan was immediately successful, helping the athletic program grow from two sports and 15 athletes in 1985 to 15 sports and 290 in 1995. The Athletic Department not only produced a significant amount of positive cash flow but also became one of the top programs in the NAIA.

At LeTourneau University, Elder put the Quota Plan of Recruiting in place during his second year there to coincide with the institution’s move from the NAIA to NCAA III. He increased the number of sports at the Longview, Texas, school from seven to thirteen while helping the program become financially sound.

During his four-year tenure at Lindsey Wilson College in Columbia, Kentucky, his initiation of the Quota Plan of Recruiting was responsible for increasing the number of athletes involved in the program from 357 to 458, producing a significant amount of positive cash flow. His efforts laid the ground-work for Lindsey Wilson to become one of the top athletic programs in the NAIA.

He also integrated the Quota Plan of Recruiting into the system at a medium sized state school – Auburn University Montgomery in Montgomery, Alabama – during his last stop before his recent retirement.

Elder has had twenty plus years of experience related to administering the Quota Plan of Recruiting. During this time, he has been able to refine this program to a point where it is easily adapted to any institution. Taking into consideration his practical experience with this unique and complex program, he is generally considered one of the leading authorities in the nation related to making athletic programs at colleges revenue-producing while concurrently increasing the school’s enrollments.

Why Shouldn’t We Just Try to Initiate This Program on Our Own?

The Quota Plan of recruiting is simple in concept but can become quite complex in its administration. Dr. Elder has perfected this program over the years to a point where most, if not all, of the potential trouble spots have been eliminated.
